All cool but in regards to cost caps, what stops MB/Mclaren/Ferrari to just then push development of F1 car tech into other forms of racing and/or normal cars.

Some of these things are good, others are stupid. I would prefer they be forced to use a production car engine. The restrictions on number of brake pads is also stupid, it’s just going to mean more electric braking. Maybe something will trickle to consumer cars there. We’ll see.
The rule change around forcing teams to run young drivers is interesting. I know what they are trying to do, but teams can’t be happy about having to give up the seat of a popular/experienced driver.
The aero changes are awesome. That was badly needed. The return of ground effect wasn’t covered in the video but that should make racing more interesting for a bit. It reduces some of the issues with dirty air.
The cars also look a lot cooler.
The cap on time in the wind tunnel is interesting if you combine it with the new spending cap. You can shift a lot of wind tunnel testing towards simulation testing but that’s a money burn (programmers and raw computing). Though there can be a LOT of funny-money happening here. I’m sure Mercedes will find a way around it.
In total, it’s kind of typical F1 - some good changes mixed with a bunch of peacocking.
